At least 4.4 million people were projected to face acute food insecurity through December, while 1.85 million children under five were expected to suffer acute malnutrition through mid-2026. The declaration came as the year's Humanitarian Needs and Response Plan remained only about 24 percent funded.
The government warned that millions were at risk of hunger and displacement, with the crisis compounded by localized flash flooding in regions such as Togdheer and Galgaduud.
