- National Consultant (1) for the implementation of PCVE Platforms in South West State
A national consultant to support PCVE programming implementation in the newly recovered areas of South West State (SWS), in close liaison with the PCVE Coordination Unit at the Office of the Prime Minister, FGS, whilst supporting and enabling SWS line ministerial ability to implement the work and voice local solutions prioritized by consulted communities.
Responsibilities:
- Liaise and develop strong working relationships with state-level and local government officials in SWS and local community actors;
- Continuously monitor and identify key locations of violent extremism in SWS, as well as any key political developments and risks relevant to PCVE, to inform the project activities;
- Develop and present a methodology to the UNDP Rule of Law and Security Portfolio prior to the implementation of the platform meetings to ensure that there is a state / local government partner for the OPM Unit in South West State;
- Organize and implement a series of inclusive dialogue platforms in a selected location in the newly recovered areas (NRA) in SWS with local community members, capturing feedback on the drivers of violent extremism in the areas and facilitating these community members to develop locally-led solutions to the identified grievances and concerns;
- Facilitate consultative discussions to secure political ownership of the project and solutions that require government action at both the Federal Government Somalia (FGS) and Federal Member State (FMS) levels.
- Document and present the findings of these platform dialogues to key stakeholders, including government officials and at the Project Steering Committee, through timely reports and attendance at project meetings and for approval of the application of quick impact response funds to address the challenges identified;
- Support joint community – SWS government implementation of locally owned solutions to the identified drivers of violent extremism; evaluate implementation and impact through regular feedback from community members in newly recovered areas; advise on risks;
- Based on feedback, develop a final report detailing activities of the project, evaluation and lessons and learnings including future recommendations for development actors aiming to support work in Somalia’s newly recovered areas; brief Strands 3 and 4 about the findings.
Qualifications:
Education:
- Bachelor’s degree in social science, sociology, religious studies, qualitative research, monitoring and evaluation or a related field. An equivalent combination of qualifications and/or experience relating to political science, social science, public administration, international studies, humanitarian affairs, communication for development, and communication, may be considered.
Work Experience:
- At least 7 years of experience in community engagement and PCVE issues;
- Proven experience managing stakeholder relationships in SWS (including government, donor community, CSOs, NGOs, etc.);
- Demonstrated experience leading inclusive community dialogues;
- Experience engaging with local actors in remote and hard-to-reach areas;
- Experience conducting stakeholder mapping, identifying and engaging with marginalized and disadvantaged groups;
- Proven experience acting as a trusted liaison or intermediary between government officials and community actors;
- Demonstrated experience engaging and enabling communities to develop locally-led solutions.
Technical expertise/competencies:
- Excellent knowledge of political and social dynamics in SWS and across Somalia;
- Excellent partnership and relationship-building skills, with proven experience productively engaging with senior government officials as well as local community actors;
- Strong understanding of how to champion the involvement of participants from various religious, gender, age, and socio-economic backgrounds.
- Proven ability to implement based on inclusive and conflict-sensitive guidelines on community engagement;
- Strong mediation, facilitation, and negotiation skills;
- Ability to work in a high-pressure work environment with tight deadlines and adaption to a rapidly changing socio-political environment;
- Ability to work with minimal supervision, taking own initiative and control to implement tasks to accomplish required goals and objectives through effectively delivered results;
- Good presentation skills (public speaking); report writing skills and ability to communicate with both UN and government officials;
- Ability to deliver tasks within the desired timeline.
Language:
- Fluent in written and spoken English and Somali.
- Knowledge of the Maay-dialect a distinct advantage.
