Prime Minister
HE Hamza Abdi Barre is the nominated 21st Prime Minister of the Federal Government of Somalia, appointed on 14 June 2022 by HE President Hassan Sheikh Mohamud. Barre is also an MP of the House of the People of the 11th Parliament of the Federal Republic of Somalia. He was elected on 28 December 2021 in Kismayo, the interim capital of the Jubaland State of Somalia. PM Hamza Abi Barre holds an MBA in Management from the International Islamic University of Malaysia (2009) and a BA with a major in Management from the University of Science and Technology in Yemen (2001). The new PM has previously served the nation in different capacities. He served a the chairperson of the Jubaland Independent Boundaries and Electoral Commissio (2019-2020); a senior advisor to the Ministry of Constitutional Affairs of the Federa Government (2015-2019), and as a senior managerial affairs advisor to the ther Mayor of Mogadishu (2014-2015). PM Barre also served as the former Secretary-General of the Peace and Development Party (PDP; 2011-2017, now Union for Peace and Development Party – UPD), whose party leader is the current President of the Federal Republic of Somalia, HE Hassan Sheikh Mohamud. The PM has devoted his time to improving the community, particularly the educ sector. He is the co-founder of Kismayo University, where he served as the De Rector-cum-Director of Academic Affairs. The PM also worked as the De General Registrar and Senior Lecturer at Mogadishu University. Among his other critical contributions to the education sector in Somalia was his as the Secretary-General of the Formal Private Education Network in Somalia (FPENS; 2003-2004), which assuaged the need for education in the absence of services of the central government that collapsed during the civil war. Mr. Barre also a scholar, researcher, and academician who worked in various resear institutes, including the Al-Shahid Center for Research and Media Studies (Somali and the CPS, the International Islamic University (Malaysia). The PM is a 48-year-old Somali citizen born in Kismayo and is married with eight children.

Permanent Secretary, Office of the Prime Minister
Kamal Dahir Gutale is the Permanent Secretary of the Office of the Prime Minister of the Federal Government of Somalia, where he manages the day-to-day operations of the office and chairs key bodies including the Director Generals Forum and the National Transformation Plan committee. He brings over 15 years of experience in government and international organizations, having previously served as Deputy National Security Advisor and as Chief of Staff to the President of Somalia.
Deputy Permanent Secretary, Office of the Prime Minister
Abdirizak Ali Ibrahim serves as the Deputy Permanent Secretary in the Office of the Prime Minister of the Federal Government of Somalia, having been appointed to the role by Prime Minister Hamza Abdi Barre in March 2024. Working closely with the Permanent Secretary, he plays a key role in managing executive government operations, spearheading institutional and administrative reforms, and enhancing policy coordination across federal ministries. His professional focus centers on advancing public sector efficiency, strengthening governance frameworks, and driving strategic initiatives aimed at sustainable national development.
