National Development Plan 2020-2024 (NDP-9)
<p>Somalia's ninth National Development Plan sets a five-year roadmap to reduce poverty and inequality through inclusive economic growth, improved security and rule of law, and strengthened political stability.</p><p>It served as the country's interim Poverty Reduction Strategy Paper, anchoring Somalia's eligibility for debt relief under the HIPC Initiative.</p>
National Transformation Plan 2025-2029 (NTP)
<p>The National Transformation Plan is Somalia's strategic development roadmap for 2025-2029, succeeding NDP-9 and forming the first five-year phase of the Centennial Vision 2060.</p><p>It is structured around four pillars: Transformational Governance, Sustainable Economic Transformation, Social and Human Capital Transformation, and Environment and Climate Resilience.</p>
Centennial Vision 2060 (CV2060)
<p>Centennial Vision 2060 is a 35-year national blueprint launched by President Hassan Sheikh Mohamud to transform Somalia into a peaceful, inclusive middle-income nation by 2060.</p><p>Built on the pillars of security and defense, state building, and economic growth, it is delivered through seven successive National Transformation Phases and aligned with the African Union's Agenda 2063.</p>
Amendments to the Provisional Constitution of the Federal Republic of Somalia (Chapters 1-4)
<p>In March 2024 Somalia's bicameral Parliament approved historic amendments to the first four chapters of the Provisional Constitution, introducing direct universal suffrage, a multi-party system, and a five-year presidential and parliamentary term.</p><p>The amendments also empowered the President to appoint and dismiss the Prime Minister, replacing the prior parliamentary vote of confidence.</p>
Somali Petroleum Law
<p>Ratified in 2020, the Petroleum Law established Somalia's first modern legal framework governing oil and gas exploration and production for the benefit of the Somali people.</p><p>It created the Somali Petroleum Authority as regulator and the Somalia National Oil Company (SONOC), and underpinned the country's first petroleum licensing round.</p>
National Communications Act
<p>Signed into law in October 2017, the National Communications Act established the legal framework regulating Somalia's telecommunications, internet, broadcasting and ICT sectors.</p><p>It created the National Communications Authority (NCA) to license operators, protect consumer rights and promote competition in the communications market.</p>
Anti-Corruption Law (Independent Anti-Corruption Commission Act)
<p>Signed into law in September 2019, this Act provides for the establishment of independent anti-corruption commissions at federal and regional levels.</p><p>It empowers the Independent Anti-Corruption Commission to prevent, investigate and publish corruption allegations and to freeze, seize, confiscate or return the proceeds of corruption.</p>
Framework Agreement on Defence and Economic Cooperation between Turkiye and Somalia
<p>Signed in Ankara in February 2024 and endorsed by Somalia's Parliament and Council of Ministers, this ten-year framework agreement commits Turkiye to build, train and equip the Somali navy.</p><p>It strengthens maritime security across Somalia's coastline against piracy, illegal fishing and external threats while deepening bilateral economic cooperation, particularly in marine resources.</p>
